I think to solve your question about why it cost Viz for PS1 games and not DreamCast games is mostly because of how Sony is, and the popularity of PS1 games.

The popularity difference between the SEGA DreamCast and the Sony PlayStation is night and day, where you have a lot of people that would rather play the PS1 than the DreamCast, which would reflect towards this site, if we offer free PS1 games, then we would have flooded the site with a ton of visitors on the site playing PS1 games, and the reason why we don't charge DreamCast games is because no one is hardly playing any of these games. Like looking back in 1998 & 1999 when the PS1 and the DreamCast were both out at the same time, I remember a lot more people rather go with the PS1 than the DreamCast.

The PS1 has a number of unique titles that a lot of people rather play, at the mean time, the DreamCast doesn't really have that many unique titles that draw a lot of fans in, the only thing the DreamCast is remembered for is Sonic Adventures 1 & 2, but that's mostly it, while the PS1 had like hundreds of unique titles.

So, it mostly has to do with the Popularity of the system on why the DreamCast games are free while the PS1 games aren't
