I am stuck. i went on websites and they said that the poke flute is in the tower with all the ghosts but i have finished that and i did not get it. Has anyone else had this problem or know of any way to fix it. I really don't want to start over... please I'll try anything.

you have to get the silph scope first. To get that go to the gameroom, and flip the switch behind the poster. I opens the door into the basement, which is controlled by Rocket. Go through the levels, get to the bottom floor and defeat Giovanni, and get the silph scope. then go to pokemon tower, and you have to run around until you're challenged by a ghost. use silph scope to reveal the ghost, and it's the marowak that rocket killed. defeat the marowak (then it's soul moves on), and find mr. fuji. he will give you the poke flute.
