Tdub29 : You simply play the game. Hidden Ability pokémon appear everywhere in the wild, it just may take a bit of time to find one. Even the starters can have their hidden ability (if you want them to do so, you can try to use save stats until you get a hidden ability starter). For example I picked Garchomp as a starter and it got its HA Rough Skin on my second try.

The favorites of Drought Vulpix (found in Helios Cavern) and Drizzle Poliwag (Gemstone river, fishing rod required) are kind of common too, even as wild pokémons. To be honest I didn't care much about other HA's yet but since I presume you will, have fun finding them all.

(The 8th gym leader, though, has one as his signature pokémon unavailable anywhere else ingame - the other pokemon this applies to are Roserade, Manectric, Barbaracle, Gourgeist, Braviary, Arcanine, Froslass and Delphox. The same mechanic was used in the first part, and may be used in the third one aswell)
