I think that Pokémon Fire Red and Leaf Green are the two easiest games for a beginner. This is because your rival isn't hard and that you learn the controls and basic knowledge early on in the game.

It depends on your style, if you want to start of easy, I think you should probably start with the classics, like red,blue, and yellow and then move on to heart gold and soul silver. From there you can move on to fire red and leaf green and Emerald/ ruby/ sapphire and onto the later games. Emerald is a pretty good place to start for beginners if you don't have access to any of the prior games. The reason I recommend these games is because the game play is fairly simple (as expected with most pokemon games) and there isn't an overwhelming amount of extra content to worry about. Hopefully this will help make your final decision a bit easier.
