It depends on the emulator and system you're playing.

I think most are not possible to be made full screen, but PSX games (playable if you have the PSX item) can be made full screen by pressing ALT+Enter, which is a common way to full screen computer games as well, so you might try that out for other games of other systems. Although it has never worked for other systems for me so far.
Then for example SNES games on the VSNES emulator can be made full screen by pressing ESC and clicking on the square in the top right corner with the mouse.

For other games, you'll have to try out double-clicking the game or pressing ESC or ALT+Enter, but as I wrote, it's probably not often possible, if it's not PSX or VSNES.
