You need to be either a trusted member of have at least 100 posts to get a background, or "layout".
I think site Administrators can also add a layout to a members profile, but that normally costs Viz points.

Yes, you can. In fact that's the way most layouts are made.
Just go to Edit Layout and put any opening code in Post Header and closing code in Signature.
Checking the premade layout code is probally the easiest way to figure out what goes where.
