There are a lot of components in a  video game that are considered art, the graphics are a form of art, the music is a form of art, and in some cases there are other components to a video game that are put together by a group of artists and designers. So I would consider video games to be compilation of art. Arguably all, or most video games are art, not to say that everyone of of them is good, but they do consist of several art related elements, so you can make the argument that video games are art.

More so these days than in the past, but even in the 8 and 16 bit eras, someone went through the trouble of drawing all those sprites and backgrounds and did their best to make them look real despite the technical limitations of the systems. With the technology we have today, we can make video games look very real. I'd say that there have been several games released in the past few years that qualify more as art than as a video game! A lot of them are flash games, though, lol...
