I been using a program called epic edit for the snes super mario kart game. It allows you to make new tracks with simple to use tools that even allow the user to add AI for each track including the abulity to choose how difficoult the AI is. The AI or anything else requires zero programing skill. You can even import your own graphics into the game. These graphics will not let you edit the menu screens or things like that but there are other editors that can occomplish such a task but anything to do with tracks the sky is the limit. There is supposably an editor just as good for F-zero on the snes. I will be looking into this and give my updated opinion when that time comes.
