I got it without reading the rules as its mostly basic forum rules.
The reason people don't get 100% is probably either because they misread the question or because theres some term they're unfamiliar with.

Anyway, I got 100% since the newbie quiz was made when I was already a mod. I took the quiz when I was a mod at that time so I already knew the basic rules by heart.

But yes, the questions are pretty much common sense.
