Game play: I like the game play of this game because you need to carry for your villains but if you spend to much money and don't make profit you cant expand.
Graphics: 6 The graphics of this game is like all simcity games a bit retard compared to other games that came out around that time.
Sound: 5 Its a 5 because of the annoying background music but it gets better and then it start all over agian.But the sound when you have a big city sounds good for me.
Addictive: 6 In the beginning the game isn't really fun but once your city begins to grown your gone spend several ours playing it whit out you even realising it.
Story: 1 There isn't really a story your the major and you have to build a city.
depth: 7 You can play this game endless time but the game need some more build options I think than it would be great.
Difficulty: 10 The mane reason for the than is because the game is in japans what is hard to understand.Also the controls of the game sometimes don't want to move to the spot you want it to go.

This review isn't very good. You told us nothing about the game. Was playing the game hard? What else was fun?

I'm not iN008, but I can offer some tips.

Try breaking it down into categories, and explaining the pros and cons to each category. For example: "Graphics: The sprites were very detailed and offered alot of variety in designs. Unfortunately the backgrounds were a bit bland." etc. Do a breakdown like that of each category (Graphics, Sound, Story, Depth, Addictiveness). Just telling why you rated it what you did in each category. Also try not to put any spoilers when writing the story breakdown.

First thing to note is that what Eirinn said is very important.
Breaking your review down into categories is very helpful and more pleasing to the eye making it easier read.
It's recommended for someone new to reviewing to follow this pattern :

Introduction and Information ( Such as facts or figures if you plan to use them later in the review.)
   This is the best place to start a review as you can get the topic started.

Game-play
   Although this is not a category in the scoring, it is essential to talk about game-play during a review.
   If you found the game fun then say so. Did it have unique game-play? Does it use a unique system?

Graphics
   In this paragraph you could talk about the style of the game, sprite quality, backgrounds and general design.
   Cut-scenes would also fall into this category ( As for the visuals that is. )
   Talking about the visual appearance of the game is probably the most important part of the game so don't forget
   to include how you felt personally about the style and graphic representation of the game.

Sound
   Here is where you can go into detail about the Sound effects and Music within the game, this includes things such as
   background music, attack sounds, monster sounds, speech ( if any voice acting is in the game don't forget to mention it.)
   Try to talk about how the music sounded as this can help explain more about the games general styling.

Story
   Story is where you cover things such as how you felt about the character depth within the story and the story in general.
   You should talk about any use of plot twists, by try to reduce the amount of spoilers such as the end of the game as this
   can ruin the game for other people whom wish to play the game.

Depth
   Depth is where you cover things such as how long the game lasts and how much you can do within it.
   How many ways can you play the game and what about the re-playability of the game.
   Don't forget to mention how you can get the best out of the game.

Addictiveness
   Here is where you should talk about how addicting the game is. If the game can get you to replay it then it is a must to
   rate the game high. The more the game gets you to play it the more you should have to talk about.
   Explain why the game is so addictive or if it scores low, how the game feels as if it runs out of ideas early.

Difficulty
   This is one of the hardest categories to talk about.
   You should talk about the difficulty from different play perspectives such as new to the game genre and how forgiving it is,
   how a elite player could or would find it easily and so on, not forgetting to talk about how hard or easy you found the game.

Overall and conclusion.
   This is where you would sum the whole game up, sharing you final thoughts and explaining your overall rating.
   Try to make sense or people may question you.
