Looking for an old Gangster themed RTS game for PC.

Not Gangsters, Mafia, Godfather, Crime Life, Gangland, Chicago 1930, Scarface, GTA, Saints row, Kingpin, Hitman or any of the series's games.

Probably around 15 years old. Demo had, I believe, 8 simple missions available and online play, however online matches were limited to maximum 15 minutes for demo players.

You would typically start off with only your HQ in the middle of a bustling city, businesses and houses around you are up for the taking.
At first you could only hire simple thugs, which you would use to place businesses under your protection. These would build up income which automatically gets collected and delivered to your HQ by uncontrollable NPC's.
As you'd progress more units would become available to hire, At first guys with pistols, then shotguns, snipers, etc.. You could upgrade certain buildings into more advanced buildings, from brothels to gambling dens, hotels and more.

Gameplay was slightly similiar to "Gangsters" however where "Gangsters" is tactical with limited characters and resources, this is more strategical with potentially unlimited flow of units. Also quite sure it's a bit older than Gangsters. It should still be around win 95/98 though.

It's all a bit hazy and since this description is not very unlike other similiar games, the best indicator would still be the 15 minute online function for demo users, which was unique at the time.

Edit: I see now this could be a little confusing with the "Extort, exploit and eliminate" description. This is not the name of the game, it's a short summary of the flow of gameplay. The name of the game is the one thing i'm looking for and reason for this entire post

And youre definetely not thinking of the first gangsters game as opposed to 2?
Well if you figure it out ell me, i like those kind of games.
Incidentaly, a few of those i havent heard of and look pretty sweet, if you know anymore tell me lol.

I'm absolutely sure it's neither Gangsters: Organized Crime, nor Gangsters 2: Vendetta. Both which are excellent games as well. Probably better, but I just can't stop thinking about this one game. I must have it again


Edit: The game's name is Legal Crime. I finally found it after scrolling trough hundreds of pictures with a handful of different search combinations.

The name is "Legal Crime" circa 1997 - check this link for more info.... I think it is freeware/was never completed?
