IMO, I would say The Sacred Stones.

It's much less non-linear (not just point A to point B the whole time; you can go back to a level for the hell of it), so you can go back and level up or just practice tactical decision making. It's the easiest game in my view since you have the tower later on in which you can just grind yourself to death very easily (in comparison to Arenas). So by chapter 16 or so, all your guys are classed up and level 20, sweeping the whole way until you beat the game.

BUT, in terms of linear gameplay, Fire Emblem for the GBA (English), NOT sacred stones, is also good. Easy to learn tutorial, variety of GOOD characters and fair on difficulty. If you do manage to beat it, you can try again on a harder difficulty if you are looking for something challenging or if you thought the first playthrough was too easy.

Eiether the original one on the Famicom (If you can get it translated) or the newest one on the Wii which has some really good tactical gameplay to it but the one on GBA is okay I guess.
