Well, this software isn't completely free, but it comes with a free, or lite version of the software. It's called GameMaker, simple right? Haha. You can get it here. It will require quite a bit of work and learning to make one, but it is possible.

I also was poking around Yoyogames and found this neat looking "game" tool, thing. Basically it's a Mario game builder. Check this out. you're supposed to be able to make simple SMW styled games with this. Hope this helps!

Through a little bit of searching, one can find engines for almost any game on the Yoyogames Sandbox website.
I have found many resources for games from doing this. (Try not to just steal an engine.)

when i was tyring to design a game of my own (before my computer crashed....the slow thing...) i used Gimp 2 (free) for the graphics and mediafusion (i dont think this is free but it doesnt cost much if it isnt) for the animations. i dont have the exact URL for these so i guess you will have to search for them if you want to use them. hope i helped at least a little bit

I like to use Game Maker for making games. It's kind of pricy but you can get a lite edition which has plenty of features. It also takes some time to make a really good game, but it's worth it. Plus you can find plenty of Game Maker tutorials on You Tube which can give you a good jump start.

On GuitarGuy's note, I would just like to say I too tried Game Maker (which is what had me looking at this forum, actually).  I had never touched game design before, had never actually considered it; but one day I ended up looking for ways that I could make a game of my own after not finding any satisfying RPG's online.  I picked up the 30 day trial of the newest version and basically finished an entire first portion (as well as a first-timer can, of course).  Granted it wasn't a masterpiece on par with more experienced games, probably not even the first Sonny game, but I feel like with more time I could have made it pretty good.  They do offer sales often though; perhaps one of these days I will pick it back up.  In the mean time, I would recommend it (and have) as strongly as the next guy.  Happy Gaming!
