What browser are you using? A lot of N64 games can be pretty touchy, and will have certain common errors that people who have incompatible computers will commonly experience with those games. For example, many users can't play super mario 64 and majora's mask because they don't have good enough graphics cards, and a common error on pokemon snap is that users can't move the camera. Make sure you have all you controls set and that you tried using the analog stick keys, the d pad keys, and the c pad keys to try and move the camera, and if you have the keys set to the numpad try it with numlock on and off.

This particular complaint comes up a lot with Pokémon Snap. My impression is that it's a glitch in the ROM rather than the graphics card problem that occurs with many N64 games on the site.

I just tested it in the RGR myself. The arrow keys worked fine when cycling through the menus. When I started the Beach stage, the camera would not move. Having played this game on my N64, I know that I used the analog stick to control the menu cursor and the direction the camera aims. The arrow keys should control both of those things.

I took 60 pictures to end the level and found that none of my pictures appeared. I'm guessing that being unable to submit pictures to Oak is another problem with this ROM. If it was a graphics card problem, it wouldn't have grayed out the "Oak's Mark" button. I would probably be able to mark pictures, but the problem would prevent me form actually seeing them myself.

It may work for some people who haven't spoken up, but the camera not moving seems to be very common problem for most people. If you get a minute or two to test it out, you can probably determine whether it's a ROM problem or a graphics problem. It took me all of about two minutes of play to find the problem.
