practice, practice, practice.

I don't care what anyone else says, most of what you will do with CSS you will learn through trial and error. I only know it because I practiced it daily until I got good enough to make a layout with it. If you want to test anything go here

Here's how I learned what I know:

*Source Code (right click, and then click on "View Source" or something similar to that. It can really help you learn a few techniques)

*w3schools.com (I actually didn't learn CSS from that site, although it is a good guide)

*Practice (CSS, along with most all coding, requires a lot of practice to be good with)

*Google (Probably my most valuable resource. If I have a question about how to make something a certain color or act a certain way, I google it. There are tons of sites out there with help)

*Forums (There are a lot of coding/tech forums out there, it wouldn't hurt to shoot them questions too)

I actually know very little about CSS coding. I make complex pictures, then use HTML. CSS is much more advanced than HTML.

I was going to suggest w3schools, but the_casualty covered it. If you know what you want, Google it with "CSS" and see what comes up. It can help with finding specific coding.

While a good resource, I can't stress how important it is to practice. It can give you basic concepts I hear (I didn't learn from w3, I learned from JigSaw before he left).

Also, don't get frustrated if you make a mistake either, you will likely make a few on your first few attempts, and even later on, you will try new things and make mistakes. The best thing to do is not to worry about it.
