You more then likely have an eevee-female. In this game eevee-female and eevee-male are different pokemon, like the nidoran. My guess is Jolteon can only evolve from Eevee-Male

The game Pokémon Z will not load on either the java boy emulator or the Vizzed RGR Plug in emulator. The vizzed emulator says that it simply fails to load with no other explanation and sits happily on the loading screen.
The Java boy gives the following error when asked for more details:

Java Boy (Tm) Version 0.92 (c) 2005 Neil Millstone (applet)
Loading ZIP Compressed ROM
java.io.FileNotFoundException: http://www.vizzed.co/gb/files/Pokemon_Z_V3.0_(Red_Hack)_.sgb.html.zip

Suggesting the file isn't even in the data backs anymore to pull up.
