I think this is a very important question. STDs can be with you a lifetime and it's better to be safe.
You probably should be a bit tactful with how you ask the question but I don't think it should be considered insulting or rude since it concerns both your health. I assume your partner would want to know the same thing.

Well, being as I'm one of the few who are over sixteen and have had years of experience on the field of STD's...what's wrong, whether you kiss or "do the nay nay", by asking if one has an STD? If not, make them check themselves if you are going to be something serious, due to that YES, even herpes can be passed through kissing, (the kissing disease is it's literal nickname) and many STD's can be passed through many ways! If safe sex is not important, then by all means, go get laid, and catch any disease from any floozy you want of course...but hey, not my problem...

If you are going to enter a relationship with someone then it has to be brought up at some point. If either of you don't know for sure, you need to get tested. It's a matter of your mutual wellbeing, so hopefully your partner understands that.

It's worth mentioning that women who are sexually active are supposed to have a pap smear about every 12 months to screen for HPV because it's the most common STD. If someone has HPV, it will show up during this screening.

it can be a bit awkward on both ends best thing to do is carry and wear a condom and as as a level of trust builds up then talking about STD's can be easier or you can just try and keep it out of the bedroom until you are certain that she is STD free maybe going to a clinic to get yourselves both checked is something else you can do

When dating my wife, I asked her and she gave me the papers saying she was negative on all the known STDS.

I personally think it should be a given to go ahead and tell someone if you have or do not have STDs and be willing to supply the papers. I heard several times in Medical college that condoms do not protect from all STDs so it's safest to ask before getting into it. Keep in mind you don't necessarily have to be messing around to attract an STD. Dirty needles and working in the hospital with fluids can also give you a higher chance of getting them.

I would ask politely and emphasize that you are only concerned with both their health and your own.
