I don't think it would.
There is a region lock in the hardware.
You could do a google search for "genesis region switch" to get a guide on how to make a toggle to allow it.

I was under the impression that you could put the Game Genie in your system and put the game cartridge in on top of the Game Genie and then put in a code to bypass the region lock.

IndigoSwordsman : My Genesis has a region switch, but its my understanding that it MIGHT work for some games, but its not guaranteed.
According to Wikipedia, it doesn't work with games with save files (IE: Phantasy Star, Shining Star, etc.)
