PS4 > PS3 > 360 > One
My logic is this.
The PS4 has the highest specs, the most potential, and the best user interface. It allows for easier development as well, and as such, should lead to more indies being published on the platform. On top of which, they will carry all the games the One does (except Halo, which is no real loss), and several exclusives of its own of high value, including Uncharted 4, and the MLB the Show series.
The PS3 is second, because of the price point. Outside of potentially the 360, it is the cheapest of the four on the market. If you can get a PS3 cheap, it may be worth getting it over a PS4. It has several great exclusives, and carries many games that the PS4 owns, though less feature inclusive for obvious reasons. Also, it is the only one of the four with free online multiplayer.
The 360 is very similar to the PS3. The one benefit to buying a 360 right now, is it may be cheaper than the PS3, and has largely the same games. You will be missing the Uncharted trilogy, as well as a few other high level franchises. The online community is rather poor, and you have to pay to use it, so it loses major points there. Were the online free, and the community better, you could make a solid argument for the 360.
The One is the worst though. On top of being the most expensive of the four consoles, and having paid multiplayer, and having limited support (similar to the PS4), it lacks the promise the PS4 has. Technically speaking, the One's hardware is worse than the PS4's, though the gap isn't terribly large. The one benefit to buying a One right now is that you can play Titanfall on it, but I personally feel the game is massively overrated, and not a system seller. Also, this console is the best if you are looking for something that doubles as a blunt object to hit someone with. Hitting someone upside the head with this will almost certainly knock them unconscious.
Based on what you say, you want something with a blu ray player and good graphics. This would fit the PS4 to a T. If you have an HD TV that supports 1080p, you can squeeze a ton out of the PS4. You could probably do similarly with a PS3, if you are looking for a cost controlled alternative, but given the difference in cost, I'd just save up for the next gen. PS4 > PS3 > 360 > One
