Ok quick disclaimer! I'm not sure if I should post this on Help Questions, Art, or Other since it is a question about a picture but it is Capcoms. 
I am trying to get a cool image I like to be my profile picture but it is wide pixels tall and 340 pixels tall. I am trying to get some Extra stuff out of the picture. Can anyone help me. 
(the picture is from mega man Maverick hunter X, Zero's Death)

I don't know if mrfe resized that or just found another image of a different size pre-made, so I thought I'd offer you a little hint.  When you do a google search for an image, you can choose different sizes.  You know that black box that pops up with the preview and related images?  Well, under the picture title is something that will look like 950x200px or something like that. You can click on it, and it will lead you to a page full of the exact same images, but of different sizes.

I forgot to mention that I resized the image using Microsoft Paint. I saved the image to my computer, and then edited it's size in Paint. Uploading it and linking it was fairly easy. Hopefully that will help you for the future. The image I showed there will be the correct size for a profile image. Simply right-click on it, and save it. Then, use the smaller image as your profile pic.

It's available on all Windows OS's. Basically, you have it. Just search your computer for it, it's there. If you've somehow deleted it, you can still get it back by going to control panel and clicking on add/remove programs. Then, click on add/remove windows component and look for paint. That should work for ya!
