A woman dressed as a Psyduck gave me an old rod and told me to catch a Staryu. I recalled Misty telling me that they along with Krabby and Psyduck live in the lakes but all I've been able to catch are Magikarp (I lost count after twenty-seven), I even went to Bills house to fish because I thought Staryu would be near the ocean. If anyone knows where they are can you please tell me?

 
Edit: It's ok now. It turns out you need to fish inside the gym.

Well at least you found your mistakes well since you found it out I guess I should summon the locals.

In the original Red and Blue I don't think you could catch Pokemon in the gym so it would seem you can't catch Pokemon there.
