Because, Although, both Treeko & Snivy have the same Attack & Special Defense, Treeko's Special attack is 20+ higher than Snivy's meaning Treeko would do more damage, than Snivy would do.. 
But Snivy also has higher defense, meaning the Pokemon is more likely to be a tank, than an attacker. Which still means Treeko would be more powerful due to it attack stats, it'll just take a few moves to defeat it.

I agree with Jahfrian, Snivy is always so calm and collected in the anime. Also it's close but I would say its final evolution looks much cooler as well.
