Well, it depends how you want to do it, making just a rom hack, or using RPGMaker to completely create one.





For a rom hack, you need the rom itself(http://www.get-your-rom.com/), the tools(http://www.pokecommunity.com/forumdisplay.php?f=66), which vary from game to game, an emulator to test it on(GBA[VisualBoyAdvance is best] or NDS [No$GBA or Desmume works best]), the knowledge of how to use the tools for certain things(http://www.pokecommunity.com/forumdisplay.php?f=58), and an idea.





For RPGMaker, I really can't help you.

Well my plan is to change the sprites from Pokémon Light Platinum, change the music and animations and make special events where if you catch a shiny Pokémon an item will be left behind called the old Shine Map and if you show this to a sailor in the harbour you go to Shine island and you can catch any Pokémon there!

That could work, but you can't make an event that makes an item appear when a shiny pokemon appears, it's not an event, it's just a random thing. It could work, if you made an event where stepping in a certain spot made a shiny pokemon appear, and after the battle the item appears/

The downside to this strategy is that shiny Pokemon will be less random. Of course that also depends on your method of making Pokemon appear. It seems you are wanting to make it through RPG Maker, so I would reccomend doing it through area IDs.
