I'm stuck in Central City in Pokemon Platinum!

So, I began a game of Pokemon Platinum on the vizzed version(hack). I got a Piplup from Professor Oak. Then I talked to him in his lab and he just said "earn badges" or something like that. I went to Central City but there are only two routes to get past there. There is a lady blocking me in the first route. She said "I'm sketching out a rare's pokemon footprint. Wait here." or something like that so I can't go by. The second route has a lake in the way but I don't know how to get Surf... Can someone help me out in this game? The Pokemon Platinum on here is a hack by the way and no,this is not  the Light version.
