Celebi is actually the mascot of pokemon orange. The game was not released outside of japan and in english was known as pokemon orange. The only problem is that the game is not licsenced by nintendo and was made by a fan. In the game you are in the orange islands playing through the four gyms there. Along with the crystal onix, Celebi is a mascot in the game.

Celebi is already on the front cover for a game called Pokemon Naranja but thats a hack so i guess is dounsnt count but if Nintendo were to make a new game with celebi on the front that would be awesome.

I'm going to say no for this one. If it had a chance to be a mascot in any game, I would say Crystal (a co-part with Suicune, possibly?), only for the fact that it is unobtainable in any other game without hacking. I prefer to think of Celebi kind of like Shaymin or Mew. They have the exact same stat distribution (if Shaymin is in land form), they play their roles in a movie, and then they are shelved for new legendaries to come in. If Celebi became a mascot for a game, one could argue that Cressalia, Mew, Jirachi, Deoxys, and all of the other non-mascot legendaries also deserve games as well. Then, we would be swamped by over 20 different versions which we would have to play just to complete the National Dex. Not fun. However, I do wish that Celebi appeared without events...
