It's just a lot cleaner looking than HTML.

I'm going to go with CSS. Even though what Annette said is true my sites/layouts tend to primarily consist of CSS. Plus I like the CSS aspect of it more than html. I've never even touched Javascript except for using plugins I've gotten from JQuery.
