Does Steam not count hours and achievements when you're offline?

Steam seems to be very broken for me as of late. I do a lot of my gaming at home offline, and it used to be that when I would go to school or somewhere with internet and get on, everything would update, but that doesn't happen anymore.

There are no games where I have achievements for, but 0 playtime, games I fully beat but got no achievements, and more.

Skyrim is a great example of this. I have only been playing for about 2 months now and it was working fine for the first week or two, but now, while I have 18 achievements, more than 100 done quests, and spent 4+ hours a day maybe 15 times, it says I only have 6 hours.

Any game that I have started in the last month says I have 0 playtime at all unless I play online, such as Portal, Eurotruck 2 , Ace Combat, Lotia, and more.

Well...maybe.  I've got no idea why, though. As in my case, I never had trouble like this with Steam before.
Wait a moment, if those are multiplayer games (like for example Metin 2), then going offline won't count.

I beat the entirety of portal offline and only got like 1 achievement and had no hours on the game. I'm pretty sure it doesn't count them when offline.

A few years back when I was on vacation I played a lot of the original plants vs zombies and South Park: Stick of Truth offline but in the end I had no hours or achievements on the former, and less hours than I should have on the other. That made me wonder why up until I realized it was because of offline mode. Ever since I tend to not play games with achievements in offline mode though it's not too often I find myself in a situation with a computer but no internet.

Same thing here, actually. I'm stuck at about 97 hours on Homebrew: Vehicle Sandbox despite having probably 10 or 12 more hours invested in it in offline mode, which is a little annoying... Not sure if it's always been like that or if that's a new development, or whether or not it's intentional or a bug. I wonder what Valve would say or do if enough people voiced frustration with this.
