Commodore 64 in MESS: Can't use fire button

I've been trying to get some screenshots of Commodore 64 games, but most games will ask you to press the "fire" button to start. Unfortunately, pressing fire doesn't seem to work for me. The default button for fire in MESS is Ctrl, but nothing happens when I press it. I changed the fire button to other keys, but that didn't work. I made sure to configure MESS so that a joystick was plugged into slot 1, and unplugged in slot 2, but that still didn't work. Any ideas to get the fire button working?
