So today I added $10 to my Steam account with my financial aid card. (Still don't have the card in my possesion, but have the numbers.) The money went on but when I tried to buy a CSGO key, it said I couldn't get it because I added a new card and it needs to verify.

WHAT DOES THAT EVEN MEAN AT THIS POINT??? I literally added funds with that same card twice in the past week and bought keys, cases, and games with no problems, TWICE IN THE PAST WEEK, and the card has been added for half a year with other transactions as well.

Wouldn't this have happened before? Why now?
