I decided to make a cheats list for this, so here they are.

1: Press up, down, left, right (in order) to get debug level select. Here, you can go to ANY level in the game. (even a test level.)

2: Go to the debug level select, then choose the level select button. you will go to a different menu. (like the level select from sonic 2) use the sound test and use 4, 1, 2, 6 (in order) to get all the emeralds. then, select a level from this menu and you will start the game with all the emeralds. (press b and c at the same time with 50 rings to turn into your super form.)

This is all i know, but you can comment stuff i don't know about.
