I may have one strategy for when racing and that is using the turbo booster and always take short routes to stay ahead of other competitors, this strategy never fails. In Radioactive Factory when taking the second ramp before landing on the other end other ramp turn right and you should land on either the turbo accelerator or in the water.

Actually I have to contradict this statement, the only courses that the turbo booster is actually helpful is in Reactive Factory and Radiant Emerald. 
 
In Resort Island, it's  faster to run between the trees than go around (even if you have more than 50 rings.

In Regal Ruin, you can just jump off to the right and cross the finish line, again it's faster even if you have 50 rings, unless you are playing as Eggrobo, then worth doing it on the final lap. 
 
in Radical City, it is just as fast to take the shortcut if you have the 20 rings for it. but if you have at least 45 rings, it can be a little faster to take the turbo boosters.

Fun fact: Tails is faster than Metal Sonic at Reactive factory; even though he is much slower, he can take the turns tighter. especially in time-trial mode when the ring booster is disabled.
 
Metal Knuckles is the fastest and most balanced character in the game (set aside Super Sonic) Though Metal Sonic is fastest, He can't take corners as well, you can practice over and over again to perfection, and Metal Knux will still win.
