Before anything else you need to be more specific with your post, tell us what position you're in, secondly if you're trying to get to the Orange Islands that you don't need the tropic pass. You go to the Orange islands by blimp. In order to get on a blimp you go into the Pokémon Mart beside the airship hanger (which is north from the port that asks you for the tropical pass) and go up to the man with brown hair. Say yes to the raffle. From there go back to the man in the Airship hanger. It's easy going from there.
