I have played this mode many times it is in the first city and I have had many problems with it. There most be a formula to catch each Pokémon, I had so much trouble with this and all I want is to catch the seal looking one but, when I step forward it runs away and the ball will not work does anyone have any TIPS OR TRICKS- to help

Do you mean the Safari Zone? And who is the seal looking one? Anyway, if you do mean the Safari Zone, there is a complex system catch rate system in place that decides if you catch the Pokemon or not. Each Pokemon is given a number between 1 and 255. 1 is the hardest to catch and 255 is the easiest. Common Pokemon, such as Pidgey, are given a 255, while rare Pokemon, such as legendaries, are given a much lower number. In a normal battle situation, if a Pokemon has less HP it is easier to catch. If a Pokemon has a status problem, it is easier to catch. The Pokeball that you use also affects catch rate. There are other factors as well. In the Safari Zone it is a little different. Instead of HP or status conditions or type of Pokeball affecting catch rate, going near the Pokemon affects catch rate. Each time you go near, the Pokemon becomes easier to catch. There is also something called the escape factor in the Safari Zone. This is how likely the Pokemon is to run. Here is a chart that I got from Bulbapedia that will help you:

Action | Catch Factor | Escape Factor
Go Near the first time | Increase by 3 | Increase by 4
Go Near the second time | Increase by 2 | Increase by 4
Go Near each subsequent time | Increase by 1 | Increase by 4
Throwing a Pokéblock the first time, and the Pokémon is enthralled | No change | Decrease by 5
Throwing a Pokéblock the second time, and the Pokémon is enthralled | No change | Decrease by 3
Throwing a Pokéblock each subsequent time, and the Pokémon is enthralled | No change | Decrease by 2
Throwing a Pokéblock the first time, and the Pokémon is curious | No change | Decrease by 3
Throwing a Pokéblock the second time, and the Pokémon is curious | No change | Decrease by 2
Throwing a Pokéblock each subsequent time, and the Pokémon is curious | No change | Decrease by 1

So, in short, going near makes the Pokemon easier to catch, but also more likely to run, while throwing a Pokeblock makes the Pokemon less likely to run, but not any easier to catch. I recommend alternating between going near and throwing a Pokeblock twice, and then throwing a Safari ball.

Hope this helped! For more information on the Hoenn Safari Zone, click here. For more information in catch rate, click here.
