Kind of, but way different. Actually you start out at a store and have to buy the game and systems. Most of the systems and games are free though.

Well the way to do that is you need a java emulator and roms. You download the emulator and roms, upload them to your site and then you have to install the java emulator and point it to where the roms are.
You would have to ask Davideo about that stuff.

So maybe more like flash games then. Sorta like we have here: https://www.vizzed.com/vizzedboard/flash/

If you forum supports flash you can link to flash coded games and people will be able to play them.
I dont know the specifics of setting it up, but all you really need is a flash game code like one for "Hexxagon":
