I actually don't think it would be possible to do on the emulator. The Playstation games are more complicated than the FDS. Those games are simple enough to design an emulator that can switch discs. I have never heard of a Playstation emulator with that capability. On top of that, it would have to have the ability to transfer your save data from one ROM to the other. I have never heard of that being done either. 

The only way I can think of is if somebody managed to make a ROM that is exclusively Clair's side of the mission, in which you don't have to play Leon's.

It's easy, just start the emulator and press the little white button 'eject' until says that the disc 2 has been inserted, now you can play with Claire.
