Recently, while using my computer, the CPU Usage spikes to 100%, making everything laggy. This never happened before. Usually, it was around 50% - 70%. 

When I played RGR games, they flowed smoothly when the CPU Usage was at the 50-70 mark, sometimes even lower, but nowadays, it keeps spiking to 98% - 100%, and I have no idea why. Even without those spikes, the CPU Usage stays at around the high 70's and mid-80's, and it really lags things. 

I looked online for help, and the things I looked up all really said the same thing, cancel processes that don't need to be on/have high CPU Usage, check how much RAM you have, and none really help. 

My laptop is a 4.1 in the Windows Experience Index (determined by lowest sub score, which is graphics. Everything is 5.3 or higher)
3.00 GB (2.74 GB usable)
64-bit Operating System

Does anyone know any other tips that can help out? 

-I don't know, but maybe this has to do with extensions? It never really did this even with the extensions I have in Chrome, but now it decides to act up.

Ok, I'm no computer guru but I can find my way around one. 

When is the last time that you cleaned you computer? Temporary internet files, cookies, etc.

You might also open up task manager and look at the processes that are running. Watch the memory being used for each process and you might find a culprit. Finding a culprit and doing something about it are where I run out of good advice.

If I had to bet, I'd bet on needs cleaning or virus but, again, I'm no expert...

You might want to try to delete a lot of old files such as documents, games, videos and pics that you no longer need. This happened to me a few weeks ago and it really helped.

Sidewinder : You need to open the tab that shows active applications/programs and it will show you which programs are taking up the most of the CPU usage. From there you can determine what the problem may be. Maybe if you post that, I can better help you.

You could have a Virus/trojan that is affecting your memory and CPU usuage. Do you have anti-virus software running on this PC?

zanderlex : Although deleting files could help clear up storage space, deleting old files won't help his current memory (ram) usage or CPU usage. His issue is too heavy of a load on his processor.

Great, I have the same problems so I can help. 
The reason can be a virus, a broken cooler or a lot of software.

When you get a virus(mostly Trojan) it changes the windows options so your PC is not that effective like before.

A broken cooler is the worst because it costs money to repair, mostly you need to clean it from dust and works fine.

If you install a game or program it implements itself in windows and when you delete it there is still bits remaining.

NOTE: Windows does not get rid of files from HDD, just marks them as "deleted" and makes you unable to access them. THAT is why recovery programs exist and police gets a lot of data from computers.

1. What is your anti virus software? When is that last time it ran?

I have Norton installed. I am not sure when it last time ran. I know the Windows Update ran a couple of days ago, if that makes any difference. I also have McAfee too, and it runs at least twice every two weeks. I have read something about those two companies clashing and such, and so maybe that's why Norton is not running as much as it should be, since they have said it wouldn't run if you have the competitor installed. 

Here's the Start-Up stuff. 

 

I have tried the msconfig already before, that's why I already have the unchecked programs. 
I have gone on to the Task Manager and looked under Processes as well. The thing about that is there are multiple processes with basically the same name, and I do not know what each one exactly does. I cancelled one, and it took away the Task bar and every icon on my desktop, so I don't want to keep restarting my laptop for a small mistake like that.

As for games, I don't have much on my laptop, since my laptop is not really a gaming laptop, more for schoolwork and such. 

I have done a disk clean-up probably four weeks ago, and it helped a bit, but then the spikes starting coming. 

As for a Trojan, I don't think I have one. The different types and what they do don't really show up whenever I use my laptop. No server malfunctions, no disabled files, etc.
