patrat :

I wouldn't say the difficulty needs to be totally adjusted. The E4 is a bit hard, but of course, grind! Yeah, once you have your Pokemon at a high level, like 50 or so, the Victory Road is not so victorious. The Pokemon there do not give any good exp, so what I recommend is going through the E4 multiple times, like a training session. Just have your Exp. Share and lots of money to lose, and that's it. Try not to use too many Items during your "training sessions", so that you can preserve them for your real run(s). Regarding training sessions, you should try doing them with one Pokemon at a time, so they can get the most exp.

Grass Pokemon are actually vital for the E4, and for the game. I think it is the first E4, the Zhery one, where you have the Rock/Ground and then the Water Leaders...Grass can handle both (easily). I usually have a Sceptile, so I make sure to focus my training sessions with him/her with an Exp. Share.

Fire Pokemon are not too much of importance in the E4, but I usually use my Charizard/Typhlosion on the Dark E4 leader (I never happen to find any useful Bug Pokemon to use. You get the Drifbloom and Zorua, but I never really use them.), and it works out fine, even with that kind-of OP Umbreon.

As for Water Pokemon, I usually use a Milotic if I choose Charizard, or Blastoise if I go for a Typhlosion. I have yet to use a Swampert, which I would really love, as to see how useful it may be during the E4, since there really are not Electric-type E4 leaders in the Zhery league.

When looking at your team, I would say your team is severely under-trained. You have one Pokemon higher than the other due to over-use (your Blaziken), but you have yet to train all your other Pokemon...it is not balanced at all. But, that's another good thing about the E4 (solo) training sessions. You can get your Pokemon to a certain level at that time.

My team is usually Charizard, Milotic, Sceptile, Dragonite, Tyranitar, and I do not even know my last slot...probably a Giratina used as a switch in so I can heal my other Pokemon during a battle. I rarely use legendaries as actual Pokemon to fight with and such. Also, for Fire and Water types, as I said, I would interchange them with Blastoise and Typhlosion.

You do not need Poison Powder and Stun Powder on your Venesaur...you can have other much more helpful moves on it. I never used a Venesaur in this game, so I do not know what it learns, but I know there are some more useful moves than having those two powder moves. Sleep Powder and Giga Drain is nice though...maybe give it Solar Beam and Leaf Storm if it learns that.

Your Latias is very solid, so keep it that way.

I think maybe you can use a different and much better move than Fury Attack on your Skarmory. Btw, not much need for a Steel-type in this game, but it's fine for now I guess.

Gyrados is solid as well.

Your Lapras can be extremely useful,  much more useful Water-type than Gyrados, but again, extremely under-leveled.

Anyways, you have solid Pokemon (not as they are though), just train them up. Lay off your Blaziken for a while. Focus on better moves for your Venesaur, level up your Latias (keep its moves unless it learns something better), your Skarmory could probably be replaced by something else, maybe a Ghost and/or Dark Pokemon maybe, and level up your Gyrados and/or Lapras.

Good luck, and have fun!

You're going to need to grind your Pokémon to level them up before you face the Elite 4. You won't win if you have one strong Pokémon and a bunch of weaker ones; try to keep your team balanced.

As for movesets, you have several moves that should be replaced:

Blaziken: Mirror Move, Cut
Venasaur: Sleep Powder, Poison Powder
Latias: Waterfall, Dragonbreath, Dragon Dance, Dragon Claw (Replace with Psychic, Dragon Pulse, Recover, filler)
Skarmory: Air Cutter, Fury Attack

I'm not very familiar with these Pokémon, so that's all the advice I can give you for them. As for your final two Pokémon, I would recommend you add these to your party:

Swampert: Earthquake, Waterfall, Ice Beam, filler
Lucario: Dark Pulse, Aura Sphere, Dragon Pulse, filler

patrat : There's one little issue with the advice Chewedmint gave you, most of the moves he mentioned aren't even in the game. Since it is a hack of Pokémon Ruby moves like Dark Pulse, Dragon Pulse or Aura Sphere aren't even available in the hack, due to being released after Pokemon Ruby.

I generally had next to no problem with the team I used:
Charizard/Milotic/Electivire/Scrafty/Excadrill/Archeops (Scrafty can probably be replaced with Lucario or any other Fighting type, but I like how it learns a lot of those moves you need to advance in the Lauren region: Ice Smash, Rock Climb, Focus Punch. Also, I highly recommend Archeops. It gets a surprisingly well-balanced moveset, and has huge attacking capabilities.)

You do get a Lucario in Flamerny Town if I recall correctly. (Remember the lake where you got to catch the Feebas at the beginning of the game? That town on the other side. You get Lava Surf there as well.) In a house, someone will give you a Riolu. Train it to level 35 and it'll evolve to Lucario.
