Do you think that Fortuna and Katina are separate countries from Corneria?

I kinda thought so, since the starfighters that you fight alongside at Katina don't really look Cornerian to me.

Katina is primarily a military outpost for Corneria, though the regular citizens there were in the process of starting permanent colonies there prior to the Aparoid invasion.

On the other hand, Fortuna isn't even Cornerian controlled. In fact, until Oikonny hides there in Star Fox Assault, neither Venom nor Corneria really controlled the planet. They're probably self governed.

Though, you may be confusing Fortuna with Fichina. Fortuna is the rain forest planet that you see in Assault. Fichina is the snowy wasteland planet. Star Fox 64 mistranslated the planet name, which was fixed in the 3DS remake.

If you are referring to Fichina, the only known information we have on the planet is there's at least one Cornerian outpost on the planet, and they've built a weather generator there to try and terraform the planet to (hopefully) one similar to Corneria. Due to how cold the planet normally is, it is unlikely there are dense enough areas of population to form small towns there.
