How do you glitch up Fang's "charge" weapon?

I heard in many places that Fang, the machine gun-handed wolf, is the best character in Contra: Hard Corps/The Hard Corps, not only because he's awesome, but also because the game SUPPOSEDLY has a glitch which lets you use Fang's "charge" weapon in full charge just by button-mashing, without the wait time. Is this true? If so, how do you perform this trick?
