Um, not really. The Bush administration admitted that there was a major shortage and there was a problem that required adressing. I don't remember it being in the news for longer than 3 weeks and was only brought up in the debates once. It was addressed several times by Health and Human Services Secretary Tommy Thompson. It was far from "blown out of proportion", we were just lucky this flu season because it was mild.

Besides, your reasons are false. Its not that there was no crisis, its that there were restrictions placed on them during the shortage, so that only elderly and infants could get them. Now that there is a surplus, those restrictions need to be lifted, yet they have not been and normal people still can't get a flu shot, hence the overstock.
