There's no Raccoon Mario on this game, that's on Super Mario Bros 3.

However, to make Mario glide, you must first run... Once you reach top speed, jump, press down (while pressing jump) and then press up. 

Keep pressing down and up to keep gliding.

I think that's how you make him glide...

In super mario 64 he has this hat that grips on to his head and it flaps its little wings and he can fly like that, but he has to be elevated up high enough to start flying. And in super mario world you get a leaf and it transforms you into a racoon and it lets you fly for some reason.
