I am new at this site. And I wanted to play Pokémon emerald with my friend. Please can someone give me detailed description how can I arrange a multiplayer game, because in game description it is said that it can be played with another people.

You can't. Netplay only works for the non portable systems. So Game Boy, Game Boy Color, Game Boy Advanced, and Game Gear cannot be played with a friend. The reason is because unlike the non portable systems, multiplayer works on them via cable connection. That kind of multiplayer is either too difficult or just can't be properly coded for with an emulator.
