I mean it's good that you want to help newbies but this is a prime example of what not to do.

1) The bumping rule is 1 and a half year (This can fluctuate depending on cicumstances).

2) Giving out info about rules and the likes is the staff's job, not the members.

In short: If we staff deem there to be a need for us to clarify the rules, then we'll clarify them ourselves.
