I'd have to say either pikachus' levels reset after each region or he's one pathetic level 8923477894635309467802395, because after all the battles ash has been in with pikachu, there are some occasions in which pikachu does lose. So one of the following is the answer: pikachu is absolutely pathetic, and thus has to be level 8923477894635309467802395 to keep competition with those of the Unova region, or all the Pokémon in that region are around level  8923477894635309467802395 , or pikachu's level resets.

I dunno. Pikachu HAS to be a high level to have survived as long as he has against all those tank pokemon. What I don't understand is how Pikachu has such difficulty every time they go to a new region and start the quest all over again. I'm going to assume that Pikachu's level resets upon going to a new region or something like that.

I would agree that pikachu is lv. 100. According to game stats pikachu would not learn electro ball till a very high lv. So each region he seems to get weaker because his surrounding are different. He gets distracted and loses. But once he gets used to things he wins alot more.

I think the level for Ash's Pikachu is level 100 because in the Pokémon games no Pokémon can get a level higher than 100 unless if it was first Generation (Missingno) or maybe it might be at level 9000!

Since in the Pokémon games the maximum level is 100 I'm going to have to say Ash's Pikachu is maxed out already and is at level 100. If Pikachu was over level 100 you would expect him to be moving at top speed and the attacks would more powerful in a way. Right ?

In the anime , no pokemon's level was mentioned ( Except in some occasions , but its rare ) .. In the anime pikachu's level was never mentioned .. But if i was to guess , I think maybe about a 100 or more ..
