I've played a lot of hacks in my time. This isn't even a hack. They claim that there are altered maps and relocated Pokémon. The maps aren't altered at all. The maps are the same as in Pokémon emerald. The relocated Pokémon are only in the first few routes. If you want a certain Pokémon you might want to catch it at the beginning of the game otherwise there's no point your just going to find what you get in Pokémon emerald. The gyms are the same as well. Pokémon are harder to catch especially the starters. I hope you want no legendaries because there are no master balls. Everyone is giving this game a rate of 8 or higher. These people have clearly never played emerald. This would be a good hack if the maps were actually altered, and there were Pokémon relocation's through the entire game, and if maybe the gyms had different types or something! I'm not saying Pokémon Emerald is a bad game, I'm saying that this game is just like Pokémon Emerald and is certainly not unique. This game needs a lot of work in order for it to be a quality hack.

If he altered the game, even if it is slightly different, that means it's a hacked version. What you're saying is pure idiocy . You even stated some of the differences between this version and the Legit version...since it's different than the original, that means it's a hack.
