Do you have a rash?it could be that.also,sometimes it can be psychological,you randomly scratch somewhere,then you actualy feel you need to.
Id try using some anti bacterial ointment for a couple of days and just ignoring your urge to scratch it.if that dosent help after 3 days id consult a doctor.
Of course if you have perhaps being doing underaged activitys with another...partner it is liable to be something else.
