My guess is that they're all solar powered. None of them have to be charged and a battery would probably be too inconvenient. Besides, Pokemon is set somewhat in the future so I'm sure they could do something like that.

Maybe it's some sort of rare sources of electricity that can be cut off from a geomagnetic field. I'm not pretty sure but from the Deoxys movie it kinda gives you a clue about what source of energy is in a Pokedex and a Pokeball

maybe it's charged for a little while at the beginning and when you catch a pokemon it slow sucks up it's life energy and also some how wirlessly transmits it to the pokedex
