I didn't even know tazer collars were real. Since it's hurting the animal for no reason, then of course it counts as animal abuse. Just like if you were to use one on a human too.

The animal gets a light zap from the collar when it attempts to walk out of the zone it is designated for, and learns where is should stay. I know some of my neighbors have these, and their dogs seem to be just fine.

Now if we happen to be talking about a collar that forces an animal to do something more drastic than simple obedience, then it definitely is cruelty.
