This game is a rather strange mixture of several genres. It has a strategy element, where you "manage" an island/continent with several different provinces/regions. These regions are all extremes (well, most at least). There's a desert, an ice-covered land, a tropical island, a lava pool and then there's the standard temperate region. This gives some interesting variation, although it doesn't really mean much to the game. You manage these regions by first coming down from your cloud palace, entering platform mode to kill some monsters and a boss and then take the role of a small baby angel (you know, Cupid/Amor) who shoots flying monsters with his arrows. At the same time you must tell your citizens where to expand the city, and first of all expanding over "monster lairs" to seal them up. After you've sealed all the lairs, getting different useful items as tributes from your worshippers on the way, you have to take on the final boss of the region. So you go into platform mode again and kill some monsters and the boss. After that you consider to administrate the region, to expand the city as much as possible, thus getting a larger population, which makes you go up one level. This combination is just great. Even though there's not much strategy, there's some, which is very good, and then there's some good old platformin'.
Who cares about the sound when the game is this good? All I remember is that there was some catholic church music (probably "fake", though) when you visited your cloud palace. Just disregard my sound rating when looking at this, it really doesn't matter. Graphics are okay, nothing more, nothing less, but who needs graphics, when you've got gameplay? And the gameplay gets 9,5! That's right! I know it's not like me, but this concept is too great to miss out on! Get the game now! What are you still sitting there for?!?! Get it, and don't touch yourself there, pervy! Oooooh, and while I remember it; you also have certain skills to call down the elements to help your people...
