If sega stoped their servers you would have to:
1. crack your game to work on an private server
2.crack the pc verision to work on an private server
3. get gamecube or any other verision still suported

Dreamcast stop supporting Phantasy STar Online around 3 years ago. You could probably find a private server, just surf the net for it, but I doubt there'd be many people online on it.

A better idea is for you to get the new Phantasy Star Universe for PC, which just came out this month and looks awsome.
